As part of a wastewater treatment plant upgrade the Massanutten Public Service Company determined the need for an Overflow Pond for additional peak flow storage capacity. Robert G. Burgin, Jr., Inc. was chosen for the process and civil design. His Overflow Pond design was a slope sided earthen basin with a 60 mil HDPE liner. The soil conditions on site limited the depth of the Pond and deeper areas had to be excavated where the aerators would be placed. In addition, an eight oz. nonwoven geotextile was required as part of the liner.

Environmental Fabrics, Inc. of Gaston, SC was chosen for the geomembrane work on this project. Due to the varying depths at each aerator area the liner had to be custom fitted in each area and a concrete pad placed on it. The geomembrane work was started in the fall and was completed on schedule. The cell was placed in operation and the liner has functioned as designed with little required maintenance.
